Abstract
This Law lays down the bases of federal urban planning policy and equally with legislative and other normative acts of the Russian Federation and of the Subjects of the Russian Federation forms the basis for legal regulation of urban planning for the purpose of providing for valuable environment for vital activity of individual and society, efficient formation of the system of settling and distribution of productive forces, rational planning, building and modernization of towns and other settlements, development of productive and social infrastructure, careful use of natural resources and preservation of cultural and historical heritage. The purpose of this Law is to create healthy and safe natural habitat for the population, equal safeguard of the rights and interests protected by law of the subjects of urban planning activity as regards urban planning on the whole territory of the Russian Federation irrespectively of the forms of property and citizenship. The document consists of IV Sections that contain 22 Articles. Section I lays down the general provisions. Section II regards carrying out urban planning activity. Section III establishes state guarantees of the subjects of urban planning activity and establishes the liability for the infringement of urban planning legislation. Section IV regards international agreements in the sphere of urban planning.
