Law No. 5487-I On protection of public health".

Article 5 of the Part II specifies that competence of the Federal Executive Bodies in the field of the protection of public health regards the use of natural resources, environmental protection measures, safeguarding of ecological security, organization of the state sanitary and epidemiological service, elaboration and validation of sanitary and hygienic norms and ensuring of sanitary and epidemiological survey equally with the system of the sanitary protection of the national territory. Article 6 of the Part II establishes that competence of the Regional authority regards the use of natural resources, environmental protection measures, safeguarding of ecological security, ensuring of sanitary and epidemiological survey, information of the population on the risks of epidemics within the territory of the region. Article 7 of the Part II determines that competence of the administration of the autonomous regions, district authorities and the administration of St.Petersburg and Moscow the use of natural resources, environmental protection measures, safeguarding of ecological security, ensuring of sanitary and epidemiological survey, information of the population on the risks of epidemics within the territory under their jurisdiction.
