Abstract
This Regional Law establishes the competence of the regional executive bodies in the sphere of ensuring quality and safety of agricultural commodities and foodstuffs (vegetable raw materials, animal products for alimentary use, natural or processed foodstuffs) produced or traded on the regional territory. The main purpose of the Regional Law is to ensure the right of the regional population to valuable nutrition with quality products as an indispensable condition for the realization of the right of human beings to life and other indispensable human rights envisaged by the Russian Constitution. The Regional Law is composed of 8 Articles. Article 1 regards legal regulation in the sphere of ensuring at the regional level of quality and safety standards of agricultural commodities and foodstuffs. Article 2 establishes the competence of the Legislative Assembly in the sphere of ensuring quality and safety standards of agricultural commodities and foodstuffs. Article 3 establishes the competence of the regional administration in the sphere of ensuring quality and safety standards of agricultural commodities and foodstuffs. Article 4 establishes the competence of the local administration in the sphere of ensuring quality and safety standards of agricultural commodities and foodstuffs. Article 5 deals with information regarding quality and safety of agricultural commodities and foodstuffs. Article 6 determines the mechanism of ensuring quality and safety of agricultural commodities and foodstuffs. Article 7 establishes the modalities of inspection over manufacturing, storage and processing of agricultural commodities. Article 8 establishes the modalities of enactment of the present Regional Law.
