Abstract
The Ministry of Transport (MINTRANS) is a Federal Executive Body authorized to carry out state policy and management in the sphere of transportation and in cases, envisaged by the Russian Legislation, to coordinate in the aforesaid sphere of other Federal Executive Bodies. Transport complex includes marine transport and inland water transport. The Ministry of Transport is entitled to: 1) organize and carry out in seaports (except for fishing seaports) and river ports open for international navigation state control over the observance of the Russian Legislation and international agreements within the sphere of its competence; 2) carry out functions of the authorized institution in the field of transportation of hazardous substances by marine and inland water transport; 3) organize and coordinate the operations of searching and life-saving services at marine and inland water transport; 4) carry out state registration of marine and inland water vessels; 5) elaborate, coordinate and validate in accordance with the established modalities technical requirements (standards, norms, instructions) for inland waterways and navigable waterworks; 6). organize publication of navigation and hydro graphic maps and schemes for marine vessels, inland water vessels and vessels of mixed type (river-sea); 7) organize and carry out in accordance with the established modalities technical inspection of inland water vessels and vessels of mixed type (river-sea); 8) carry out state safety control over navigable waterworks and keep the Russian Register of waterworks.
