Abstract
The Federal Fisheries Agency is the federal executive body authorized to carry out functions regarding rendering state services in the field of fisheries, managing state property belonging to enterprises and institutions under its jurisdiction, law enforcement functions in the sphere of rational use, study, conservation and reproduction of aquatic biodiversity and its habitats. The Federal Fisheries Agency is subordinated to the Ministry of Agriculture. The main functions of the Federal Fisheries Agency are: 1. rendering services of public interest in the field of fisheries in accordance with conditions established by federal legislation to indeterminate circles; 2. organization of the following activities – complex study of aquatic biodiversity; research connected with fisheries; elaboration of the recommendations for aquaculture; ship-building of fishing vessels for federal state needs and ensuring functioning of fishing sea ports; stock enhancement and acclimatization of aquatic biodiversity; organization of tenders for trade of lots of total allowable catch; keeping state cadastre and common register of the users of aquatic biodiversity; state monitoring of the state of aquatic biodiversity; forwarding proposals for state ecological expertise as regards proposals on total allowable catch.
