Abstract
Committee on the Management and Conservation of Fishing Resources, a division of the Ministry of Agriculture, is the central executive organ that asserts the state regulation, coordination and rational use of fish, biodiversity and aquatic plants. This Decree establishes that the main target of the Committee is the carrying into effect of the unified policy in the field of the rational use of fish stock, biodiversity, aquatic plants and other living resources, their preservation and repopulation. The Committee is responsible for the elaboration of the proposals concerning the regulation of the fish stock in the World Ocean, outside the Russian EEZ for the purpose of signing of International Agreements, Treaties, and Conventions. The Committee organizes the monitoring of the fish stock, aquatic animals and plants, fixes maximum limits for the fisheries and issues fishing authorizations and fishing licenses. It is also entitled to fix fishing permit fees and fishing license fees. The Committee is authorized to fix, in accordance with other state institutions of environmental protection, the allocations for the catch of single fish species and other aquatic animals, plants and living resources in accordance with water basins and fishing areas. It also is entitled to carry out inspection of the fishing vessels that catch fish and marine biodiversity inside the EEZ of foreign states or in other fishing areas of the World Ocean.
