Ministerial Decree No. 213 of 31 May 2016 validating the Veterinary Rules for the implementation of preventive, diagnostic, restrictive and other measures, the establishment and abolition of quarantine and other restrictions aimed at preventing the spread and elimination of African swine fever.

This Ministerial Decree establishes Veterinary Rules for the implementation of mandatory preventive, diagnostic, restrictive and other measures, the establishment and abolition of quarantine and other restrictions aimed at preventing the spread and elimination of African swine fever. In particular, it defines the boundaries of the territory to which the regime of restrictive measures and/or quarantine should apply, including the determination of the focus of animal disease, the implementation of epizootic zoning, including the determination of the types of zones in order to differentiate the restrictions established by the decision to introduce a regime of restrictive measures and (or) quarantine, restrictions on the production, movement, storage and trade of goods subject to veterinary control (supervision), from the list approved by an act constituting the Eurasian Economic Union, including application of the aforesaid measures to production facilities located inside quarantine area. In order to prevent the occurrence and spread of ASF, individuals and legal entities owning swine must undertake the following arrangements: (a) to observe veterinary rules of the maintenance of swine with a view of reproduction, breeding, trade, obtaining products of swine breeding; (b) prevent environmental pollution by animal breeding waste; (c) to give at the request of experts of bodies and the organizations of the system of the State veterinary service of the Russian Federation swine for examination; (d) within 24 hours to notify experts of State Veterinary Service about all cases of sudden death or simultaneous illness or death of several swine (or of a single swine, in case of ownership of only one swine) and any changes in their behavior that indicate a possible illness (oppression, abandonment of food and/or water, lack of normal response to irritants); (e) before the arrival of the State Veterinary Service specialists, to take measures to isolate suspected swine and all swine in the same room as suspected animals in the disease who could have come into contact with them, to isolate the bodies of fallen swine in the same room in which they were located; (f) to meet the requirements of the State Veterinary Service specialists to carry out in the personal subsidiary, peasant farms, swine-breeding farms of an individual entrepreneur, in institutions and organizations and their separate subdivisions anti-epizootic measures for the prevention of spreading ASF; and (g) in case of the outbreak of ASF on the regional territory to ensure indoor breeding of swine.
