Ministerial Decree No. 310 on alienation and expropriation of animal products in the process of liquidation of hotbeds of dangerous animal diseases.

This Ministerial Decree regulates relations originating from alienation and expropriation of animal products in the process of liquidation of hotbeds of dangerous animal diseases, and also for the prevention of the propagation of pests and protection of the population against diseases common to human beings and animals. Animals can be alienated and animal products can be expropriated in case of the prevention of the outbreak and liquidation of hotbeds of dangerous animal diseases according to the list of diseases validated by the Ministry of Agriculture. Officials of the state veterinary service in case of the identification of sick animals shall send the information regarding such cases to the territorial state veterinary inspector who makes proposal to the local self-government to impose restrictions, including quarantine. Chief of the territorial body of the Federal Veterinary and Phytosanitary Supervision Service or his deputy shall make decision on alienation of animals and expropriation of animal products within two days from the date of information receipt in accordance with the form contained in the Annex 1. Citizens and legal persons shall have the right to compensation of damages in the amount of value of alienated animals and expropriated animal products.
