Ministerial Decree No. 634 regarding validation of the Regulation on control over external economic activity concerning pests (pathogens) of humans, animals and plants, GMOs, toxins, equipment and technologies.

The Premier decrees to validate the Regulation. The present Regulation, elaborated for the purpose of the protection of national interests and ensuring implementation of international obligations of the Russian Federation originating from Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction, determines the modalities of carrying out control over external economic activity concerning pests (pathogens) of humans, animals and plants, GMOs, toxins, equipment and technologies subject to export control. The present Regulation is compulsory for all legal and natural persons under the jurisdiction of the Russian Federation engaged in external economic activity regarding pests (pathogens) of humans, animals and plants, GMOs, toxins, equipment and technologies included in the List. Control over external economic activity includes: a) authorization of the aforementioned external economic activity; b) customs control and customs clearance of the objects included in the List.
