Ministerial Decree No. 67 regarding the particulars of the protection, catch (harvest) of endemic aquatic animals and collection of endemic aquatic plants of in the Baikal lake.

The Government decrees to establish that catch (harvest) of the Baikal fish species omul, the Baikal seals and other endemic aquatic animals and collection of endemic aquatic plants in the Baikal lake except for species recorded in the Red Book, must be carried out within the limits of the total allowable catch (harvest) of the aforesaid species established on the annual basis in accordance with the modalities established by law. The Government decrees to prohibit catch of the Baikal omul along its spawning migration routes, except for its catch for scientific research, control and fish-breeding purposes, as well as catch of the Baikal seals in the cub period. Federal Fisheries Committee in accordance with the Ministry of Natural Resources is entitled to validate the list of the endemic aquatic animals subject to catch and the list of endemic aquatic plants of the Baikal lake, fisheries regulation in the Baikal lake basin, periods of catch (harvest) of the Baikal omul and the Baikal seals and the list of fishing gear as well as periods of collection of aquatic plants in the Baikal lake.
