Ministerial Decree No. 728 on hydrographic and hydroeconomic zoning of the national territory and validation of the boundaries of water basins.

This Ministerial Decrees stipulates that: (a) hydrographic zoning of the national territory shall be carried out by the Federal Water Resources Agency in agreement with Federal Hydrometeorology and Environmental Monitoring Service and in accordance with the hydrographic zoning methodology of the territory of the Russian Federation; (b) hydroeconomic zoning shall be carried out by the Federal Water Resources Agency in accordance with the hydrographic zoning methodology of the territory of the Russian Federation; and (c) boundaries of water basins shall be established in accordance with the boundaries of hydrographic units included in the basin and the boundaries of adjacent internal and territorial seas and shall be validated by the Ministry of Natural Resources.
