Ministerial Decree No.128 on access to environmental information.

This Ministerial Decree establishes the modalities of data collection and reporting to the Federal Hydrometeorological and Environmental Monitoring Service on environmental pollution and disasters that have had, have or can have negative environmental impact. The aforesaid information shall be collected on the territory of the Russian Federation, including internal sea, territorial sea, EEZ, ionosphere and in the outer space. Information shall be supplied by the legal persons and by natural persons authorized to collect data on the state of environment and its pollution. The purpose of data collection shall be: (a) to provide the state bodies with hydrometeorological information, and also with information on the state of environment and its pollution; (b) timely identification and forecasting of environmental pollution and natural disasters; and (c) keeping of Common state database of environmental information.
