Abstract
This Order regulates fisheries owned by Russian legal persons and individual entrepreneurs, including communities of sparse indigenous populations, in inland waters, including internal seas, territorial seas, the EEZ and on the continental shelf of the Russian Federation, and by the foreign legal and natural persons carrying out fishing activities in accordance with Russian legislation and international agreements. The Far-Eastern basin includes the Bering Sea, Sea of Okhotsk, Sea of Japan and the Pacific Ocean. This Order shall apply to industrial fisheries, including coastal fisheries, fisheries for the purpose of scientific research, educational purposes, stock enhancement and acclimatization, and artisanal and sport fishing. The Fisheries Regulation establishes: (a) the rights of the managers of fish stocks; (b) the list of documents authorizing fisheries; (c) prohibited fishing areas; (d) fishing gear, including rigging, and methods; (e) minimum mesh size and dimensions; (f) allowable bycatch of fry; and (g) allowable bycatch.
