Order No. 350 of the Ministry of Agriculture- Federal Agency for Fisheries “On holding an auction for the sale of the right to conclude an agreement on fixing a share of the production (catch) quota of aquatic biological resources in the internal sea waters of the Russian Federation, in the territorial sea of the Russian Federation, on the continental shelf of the Russian Federation, in the Exclusive Economic Zone of the Russian Federation, the Caspian Sea for industrial fishing and (or) coastal fishing of aquatic biological resources in the Western fishery basin”.

The subject of the auction (lot) is the sale of the right to conclude an agreement on fixing a share of the production quota (catch) of aquatic biological resources in the internal sea waters of the Russian Federation, in the territorial sea of the Russian Federation, on the continental shelf of the Russian Federation, in the Exclusive Economic Zone of the Russian Federation, the Caspian Sea for the implementation of industrial fishing and (or) coastal fishing of aquatic biological resources in the Western fishery basin. The auction organizer is Federal Agency for Fisheries (Rosrybolovstvo). The auction sale shall be applicable to Atlantic salmon (Salmo salar) and cod (Gadus morhua). Contracts on securing a share of the quota for production (catch) of aquatic biological resources will be concluded with the winners for a period of 15 years. To participate in the auction, the applicant must meet the following requirements: (a) bankruptcy and liquidation procedures are not carried out against the applicant; (b) the applicant’s activities are not suspended in the manner prescribed by the Code of the Russian Federation on Administrative Offenses on the day of consideration of his application for participation in the auction; (c) the applicant has no debt on accrued taxes, fees and other obligatory payments to the relevant budgets or state extra-budgetary funds for the last reporting period, the amount of which exceeds 25 percent of the book value of the applicant’s assets (according to the financial statements for the last reporting period); and (d) the applicant is not under the control of a foreign investor or a group of persons that includes a foreign investor.
