Order No. 371 of the Ministry of Environmental Protection and Ecology validating methods for quantitative determination of greenhouse gas emissions and absorption of greenhouse gases.

This Order validates methodology for quantitative determination of greenhouse gas emissions according to Appendix No. 1; and methodology for quantitative determination of the volume of greenhouse gas absorption according to Appendix No. 2. Methodology for quantitative determination of greenhouse gas emissions is intended for legal entities and individual entrepreneurs, whose economic and other activities are accompanied by greenhouse gas emissions. Greenhouse gas emissions are quantified in general by organization, or for one or more of its structural divisions, united into a single production chain. In all cases, the limits of quantification and the criteria for their selection must be precisely and unambiguously defined. If you have organization of branches or separate units located on the territory of several subjects of the Russian Federation, quantitative determination of greenhouse emissions gases is carried out separately for branches or separate divisions located on the territory of various constituent entities of the Russian Federation. Organizations document the boundaries for quantifying greenhouse gas emissions. Sources of greenhouse gas emissions within the boundaries of quantitative definition are production and technological processes at the facilities of organizations, as a result of which greenhouse gases are released into the atmosphere. Each source of greenhouse gas emissions must be assigned to one of the designated source categories or excluded from the quantification of greenhouse gas emissions. Methodology for quantitative determination of the volume of greenhouse gas absorption by: (a) land of the forest fund (in relation to forest land); (b) land transferred to forest fund lands (in relation to forest land); (c) agricultural land; (d) land converted to agricultural land; (e) land of the water fund (in relation to wetlands); (f) land converted to wetlands; (g) land of populated areas; (h) land transferred to the land of populated areas, land of protected areas and objects and land of industry, energy, transport, communications, radio broadcasting, television, computer science, land for space activities, land of defense, security and land for other special purposes.
