Order No. 419-a of the State Committee on Environmental Protection validating the Regulation on keeping the Red Book.

This Order stipulates that the Red Book is the official register containing data on rare and endangered species of wild fauna and flora on the territory of the Russian Federation, its continental shelf and the EEZ. The Red Book shall be kept by the State Committee on Environmental Protection jointly with the Ministry of Agriculture and Food, the Federal Forest Service, the Academy of Science and regional executive bodies. Keeping the Red Book shall include: (a) data collection and processing; (b) monitoring; (c) recording (cancellation) of wild fauna and flora species; (c) publication; and (d) issuance of licences to hunt endangered and protected animals and harvest protected plants.
