Order No. 496 of the Ministry of Natural Resources and Ecology validating the Regulation on harvesting and collection of non-timber forest resources.

This Order regulates relations arising in the process of harvesting and collection of non-timber forest resources, except for the harvesting and collection of these types of resources for individual personal needs of citizens. Harvesting and collection of non-timber forest resources shall be considered entrepreneurial activities associated with the removal, storage and transportation of such forest resources from the forest. Non-timber forest resources include stumps, birch bark, bark of trees and bushes, brushwood, dead wood, twigs, spruce, fir, pine paws, fur-trees or other conifers for New Year's holidays, moss, forest litter, reeds, cane, and similar forest resources. Citizens and legal entities shall carry out harvesting and collection of non-timber forest resources on the basis of contracts of lease of forest plots. Citizens and legal entities performing harvesting and collect ion of non-timber forest resources must comply with forest fire safety requirements and submit annually forest declaration and report on forest management.
