Order No. 59 of the Ministry of Agriculture validating the Statute of the Federal State Budgetary Institution "Agency for the Production and Primary Processing of Flax and Hemp "Flax".

The purpose and subject of the activities of the Federal State Budgetary Institution "Agency for the Production and Primary Processing of Flax and Hemp "Flax" shall be to create domestic raw material base and an increase in the production of domestic linen products. The main activities of the Institution shall be as follows: (a) information support in the implementation of state agrarian policy; (b) scientific and technical support of the linen industry at the expense of improvement and implementation of new technologies for growing, harvesting and processing of linen products; (c) research of the situation on the market of flaxseed products within the framework of increase in acreage, yield and product quality; (d) development of proposals and recommendations for the development of technical and technological policy for the selection and seed production of fiber flax and hemp, ensuring the production of seeds of higher reproductions in accordance with the established system of seed production, varietal renewal and variety change; (e) monitoring of collection, processing, analysis and synthesis of statistical data, information and analytical materials, indicators of financial and economic activities of enterprises by growing and processing flax and hemp; (f) development of standards, specifications and other regulations for raw materials and finished products; (g) providing consulting assistance to agricultural commodity producers and other participants in the agricultural market products, raw materials and foodstuffs; (h) carrying out production tests of new varieties of flax - fiber and hemp and their introduction into production; (i) development, testing and mastering of the production of new samples of machinery and technological equipment for growing, harvesting and processing of linen products; (j) development of design estimates for construction, reconstruction and technical re-equipment of the linen industry enterprises; (k) determining the need for special equipment, mineral fertilizers, chemical plant protection products of linseed enterprises industry; (l) supply and trade of linen products to textile enterprises and other consumers; and (m) provision of other financial services, except for insurance services and pension provision.
