Order No. 591 of the Ministry of Natural Resources and Ecology validating the Regulation establishing the procedure for organizing the activities of public inspectors in the field of animal handling, the procedure for interaction of such inspectors with state supervision bodies in the field of animal handling, the procedure for issuing a certificate, and its form.

This Order validates the procedure for organizing the activities of public inspectors in the region treatment of animals in accordance with Annex No. 1; the order of interaction of public inspectors in the field of handling of animals with state supervision authorities in the field of handling of animals in accordance with Annex 2; the procedure for issuing certificates to public inspectors in the field of handling of animals in accordance with Annex No. 3; and the form of authorization of public inspectors in the field of handling of animals according to Annex No. 4. Citizen intending to assist the authorities of state supervision and in possession of certificate of public inspector in the field of handling of animals shall be authorized to exercise public control in the field of handling of animals. Public inspectors in the field of animal management have the right of independent access only to the territory of the animal shelter and its premises. When exercising public control in the field of handling of animals it is forbidden to set restrictions on the exercise by public inspectors in the field of animal photo- and video filming, as well as the use of sound recording (audio recording). Involvement of public inspectors in the field of animal handling in education of the population in the field of animal handling by providing assistance to state supervisory authorities of handling of animals in the implementation of measures aimed at educating the population for moral and humane attitude towards animals.
