Order No. 77 of the Ministry of Natural Resources and Ecology validating the List of dangerous species of invasive (alien) plants that are not classified as quarantine objects and in relation to which measures must be taken to identify them, prevent their spread and destroy them in protected natural areas of federal significance.

This Order approves a nationwide list of dangerous invasive (alien) plant species that, while not classified as quarantine species, still require monitoring, containment, and eradication within federal-level protected natural areas.
The annex to the order contains a detailed list of invasive plant species organized by federal district. For each district—Central, Southern, Northwestern, Far Eastern, Siberian, Ural, Volga, and North Caucasus—the document identifies specific alien plant species that pose ecological risks. Many species, such as Sosnowski’s hogweed (Heracleum sosnowskyi), giant goldenrod (Solidago gigantea), Canadian goldenrod (Solidago canadensis), boxelder maple (Acer negundo), and Canadian waterweed (Elodea canadensis), appear repeatedly across multiple regions due to their wide adaptability and aggressive spread.
Other species listed are region specific or occur in fewer districts, such as narrow leaf oleaster (Elaeagnus angustifolia), Bohemian knotweed (Reynoutria bohemica) including Japanese knotweed, Syrian milkweed (Asclepias syriaca), and foxtail barley (Hordeum jubatum). By establishing tailored regional lists, the Order aims to support targeted prevention and eradication measures that reflect the ecological conditions and invasion patterns of each federal district. The resulting framework strengthens the national ability to control non quarantine invasive flora and protect biodiversity within its most valuable protected natural territories.
