Order No. 87 of the Federal Ecological, Technological and Nuclear Supervision Service validating the Regulation on the modalities of issuing authorization for emission and discharge of pollutants.

This Order establishes the modalities of issuing authorization for emissions and discharge of pollutants. Limits on emissions and discharge of pollutants shall be imposed for the period of environmental protection arrangements. In case of impossibility of meeting rates of emissions and discharge of pollutants restrictions shall be imposed for the period of carrying out environmental protection arrangements specified by the authorization for emissions and discharge of pollutants with a view of gradual meeting the established limits. Authorization for emissions and discharge of pollutants shall be issued to legal persons that are not meeting the established rates of emissions and discharge of pollutants shall be issued on condition of the observance thereby of the national environmental legislation. The applicants must submit: (a) application form; (b) project documentation, including inventory of emissions to the atmospheric air; and (c) plans for the reduction of emissions and discharge of pollutants in order to meet gradually the established emissions and discharge rates.
