Order No.119 of 1996 of the Ministry of Environmental Protection and Natural Resources regarding the arrangements for the implementation of the provisions of Ministerial Decree No.158 of 1996 “On Red Book of the Russian Federation”.

The Minister orders to the territorial environmental institutions, state natural reserves, subordinated organizations and heads of structural sub-divisions of the central office of the Ministry to be guided in their activity by the Ministerial Decree No.158 of 1996 “On Red Book of the Russian Federation”. Department of the protection of biological diversity is entitled with the tasks of: 1. keeping Red Book of the Russian Federation jointly with Pan-Russian scientific research institute of environmental protection, territorial environmental protection bodies with the participation of the ministries, departments and scientific institutes concerned; 2. carrying out functions of issuing in exceptional cases of hunting authorizations regarding protected animals and harvesting organizations regarding protected plants recorded in the Red Book; 3. forwarding in accordance with the established modalities for validation by the Ministry the lists of wildlife species, plant species and mushrooms recommended for recording in the Red Book.
