Presidential Decree No. 878 validating the Regulation on the Department for Countering Corruption of the President of the Russian Federation.

This Presidential Decree establishes that the Department for Countering Corruption of the President of the Russian Federation is an independent subdivision of the Administration of the President of the Russian Federation. In its activities, the Department shall be guided by the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, the Cabinet of Ministers of the Russian Federation and the President of the Russian Federation. In its activities the Department follows the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, the Regulation on the Administration of the President of the Russian Federation, orders of the Administration of the President of the Russian Federation, other normative legal acts of the Russian Federation, as well as by this Regulation. The main tasks of the Department shall be as follows: (a) participation in ensuring the implementation by the President of the Russian Federation of state policy in the field of combating corruption; (b) exercising, within its competence, control over the implementation of federal constitutional laws, federal laws (insofar as they relate to the powers of the President of the Russian Federation), decrees, orders, instructions and directives of the President of the Russian Federation on anti-corruption issues; (c) preparation of proposals to the President of the Russian Federation on anti-corruption issues in government agencies and other state bodies, local self-government bodies and organizations, as well as and settlement of conflicts of interest; (d) assistance to the President of the Russian Federation within its competence in ensuring the coordinated functioning and interaction of government agencies, other government bodies, local government authorities and organizations on anti-corruption issues; (e) ensuring the activities of the Council for Countering Corruption under the President of the Russian Federation and, within the limits of its competence, the activities of other consultative and advisory bodies under the President of the Russian Federation; and (f) ensuring interaction between the President of the Russian Federation and the Head of the Administration of the President of the Russian Federation with the plenipotentiary representatives of the President of the Russian Federation in the federal districts on issues falling within the competence of the Department.
