Abstract
Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum” is a multi-sectoral regional policy document aimed at achievement of the target indicator halving the poverty rate compared to indicator of the year 2017 of the national development goal of the subject of the Russian Federation for the period up to 2030 and the target indicator ensuring the rate of sustainable increase of the population's income and the level of pension provision not lower than inflation of the national development objective of the constituent entities of the Russian Federation for the period up to 2030 .
Achieving the goals of the Regional Program requires solving the following main tasks: (a) increasing the level of citizens' income and ensuring that the rate of income increase, including average wages, over the inflation rate; (b) developing a system of social assistance for citizens in need; (c) development of the social contract system; and (d) organization of social adaptation of poor citizens. The period of implementation of the Regional Program: 2020 - 2030.
Regional peculiarities of relative poverty: (a) in the region, unlike in the Russian Federation on average, living in rural areas does not increase the risk of poverty; (b) single-parent families do not increase the risk of poverty, and having a disabled person does not increase the risk of poverty; and (c) the poverty-reducing effect of the presence of a pensioner in a family or an increase in the share of the employed in the household is also less evidenced. The results of the analysis allow to formulate a targeted poverty reduction policy in the region. Thus, the anti-poverty policy should be focused on the selected groups, and the policy tools can be transfers, creation of conditions for combining parenthood and employment, programs to increase the attractiveness of the labor market (retraining), the use of the social contract mechanism.
The social policy conducted in the region is based on constant analysis of the real socio-economic situation of citizens in need of support and linked to the subsistence minimum, established in the region. Differentiation makes it possible to guarantee the maintenance of a socially acceptable standard of living for disabled family members and the creation of economically favorable conditions for active family members in order to increase the family's well-being.
Social support of the population in the region is provided through the system of social support measures and other social payments. The provision of social support measures is connected with the need of citizens in support from the state due to the inability to work after reaching the age of due to disability, difficult life situations, low income, the presence of minor children, having many children, and in consideration of special merits before the state, etc. Regional residents and belonging to certain privileged categories, social support measures are provided in accordance with the federal and regional legislation.
Social support measures are provided in monetary form in the form of monthly and lump-sum cash payments, compensatory payments, social allowances, monthly targeted social assistance, etc., and also in kind through the provision of food, clothing, by providing unified travel tickets for urban and suburban transport, vouchers for sanatorium and healthcare resort treatment.
