Regional Decree No. 1469-pa Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum” for the period of 2021-2030.

Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum” for the period of 2021-2030 is a multi-sectoral regional policy document aimed at achievement of the target indicator halving the poverty rate by 2030 compared to indicator of the year 2017 and ensuring the rate of sustainable increase of the population's real income.
Regional Program sets forth the following tasks: (a) (a) increase in the level of income of citizens and the growth rate of citizens' income, including average wages, exceeding the inflation rate; (b) development of a social assistance system for citizens in need; (c) development of social contract system; and (d) sociological and information support.
Expected results: (a) achievement of the target value of the indicator Poverty rate in 2030 - 5.7 percent; (b) building an effective system for bringing citizens out of a difficult life situation by ensuring sustainable growth in real monetary income, improving the targeting social services and promotion of employment.
To reduce the poverty rate in the municipalities of the region shall be performed the following arrangements: (a) provision of social support measures to low-income citizens at the local level; (b) providing children under the age of 3 with places in pre-school institutions; (c) creating additional jobs; and (d) control and withdrawal of wages from the shadow sector of economy.
The provision of state social assistance on the basis of social contract is carried out in the form of a lump sum cash payment. The following activities may be included in the social adaptation program: (a) finding a job; (b) vocational training and additional vocational training; (c) performance of individual entrepreneurial activity; (d) running a private subsidiary smallholding farm; and (e) current repairs of housing.
