Regional Decree No. 15 validating Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum” for the period of 2021-2030.

Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum” for the period of 2021-2030 is a multi-sectoral regional policy document aimed at achievement of the target indicator "halving the poverty rate compared to indicator of the year 2017 and improvement of the standard of living of the regional population.
The tasks of the Regional Program shall be as follows: (a) increase in the level of income of citizens and the growth rate of citizens' income, including average wages, exceeding the inflation rate; (b) development of a social assistance system for citizens in need; (c) development of social contract system; and (d) organization of social adaptation of low-income citizens.
Target indicators of the Program: (a) real disposable income of the population; (b) the level of real wages and salaries of employees of organizations; (c) the number of the population with monetary income below the subsistence minimum; (d) the share of low-income citizens who received state social assistance on the basis of a social contract, in the total number of low-income citizens who received state social assistance; (e) the share of citizens who overcame difficult life situation, in the total number of recipients of state social assistance on the basis of social contract; (f) the level of registered unemployment; and (g) the number of women on maternity leave to care for a child under the age of three years, who received vocational training and additional vocational education.
Expected results: (a) increase in the real disposable income of the population; (b) reduction of the unemployment rate; (c) twofold reduction of the share of the population with incomes below the minimum subsistence level by 2030; and (d) organization of an effective system to bring citizens out from a difficult life situation through the provision of sustainable growth of real monetary income, targeted provision of support measures and employment assistance.
The state’s priority is social support for citizens with children. Regional bodies of social protection of the population carry out targeted work on realization of measures of social protection of veterans, invalids, citizens, who suffered as a result of radiation accidents and catastrophes and other categories of citizens in a difficult life situation.
Social adaptation program aimed at overcoming poverty by low-income families and single citizens in a difficult life situation includes: (a) vocational training and additional vocational education; (b) performance of individual entrepreneurial activities; (c) family education of children; (d) repair of housing and outbuildings; and (d) performance and promotion of subsidiary smallholding or constitution of peasant farms.
