Abstract
The goals of the regional environmental policy are to ensure a favorable state of the environment as a necessary condition for improving the quality of life and health of the population; protection of natural resources and ensuring their rational use; preservation of natural ecosystems for sustainable development of society, ensuring environmental safety of the regional population.
The main principles for implementing the regional environmental policy are: (a) compliance with the constitutional human right to a favorable environment; (b) unity of economic, social and environmental development, aimed at improving the quality of life of current and future generations (the principle of sustainable development); (c) scientific validity, consistency and complexity of solving problems in the field of environmental protection, rational use of natural resources and ensuring environmental safety; (d) protection, reproduction and rational use of natural resources as necessary conditions for ensuring a favorable environment and environmental safety; (e) the priority of preserving natural ecological systems, natural landscapes and natural complexes, including the territories of traditional environmental management of indigenous peoples; (f) responsibility of state authorities and local government for ensuring a favorable environment and environmental safety; (g) presumption of environmental risk and mandatory assessment of the impact on the environment and public health of planned economic and other activities; (h) prohibition of economic and other activities, the consequences of which are unpredictable for the environment and humans, as well as the implementation of projects that may lead to the degradation of natural ecological systems, changes and (or) destruction of the genetic fund of plants, animals and other organisms, depletion of natural resources and other negative environmental changes; (i) ensuring compliance of economic and other activities with established standards and requirements in the field of environmental protection and ensuring environmental safety; (j) respect for the right of every person to receive reliable information about the state of the environment and the negative impact on public health; (k) participation of citizens, public and other non-profit associations in solving problems in the field of environmental protection and ensuring environmental safety, taking into account their opinions when making decisions on the planning and implementation of economic and other activities that may have a negative impact on the environment; (k) liability for violation of the legislation of the Russian Federation on environmental protection; (l) full compensation for damage caused to the environment; and (m) priority of market mechanisms over administrative regulation of environmental management.
The target indicators of the implementation of the Concept are: (a) increasing the share of powers of the regional administration in the total volume of powers in the field of environmental protection and natural resource management of the Russian Federation; (b) the presence of regional standards for environmental quality and permissible anthropogenic load on the environment; and (c) environmental ratings assessing the effectiveness of the management system in the field of environmental protection and assessments of sustainable environmental and socio-economic development.
