Regional Decree No. 33 validating the Regulation on the procedure for the provision of subsidies to reimburse flour producers for part of the cost of purchasing milling wheat.

This Regional Decree establishes the procedure on granting subsidies for support of flour-milling and baking industry. In particular, it establishes the procedure for granting of subsidies for reimbursement of part of the cost related to purchase of food wheat to the amount not exceeding 50 percent of the difference between the current price of between the current price of food wheat and the average monthly price in the Russian Federation for the previous three years adjusted to inflation, according to data of the Federal State Statistics Service of the Russian Federation. Flour producers eligible for subsidies shall be considered organizations and individual entrepreneurs performing processing of flour from cereals. Subsidies shall be granted to selected enterprises and individual entrepreneurs complying with the following requirements at the date of application for subsidies: (a) the participant of the selection must not have overdue indebtedness on return to the regional budget and (unsettled) indebtedness to the regional authorities; (b) during the subsidized period the recipients - legal entities must not be in the process of reorganization, liquidation or bankruptcy proceedings and the recipients who are individual entrepreneurs have not ceased their activities as an individual entrepreneur; (c) recipients of subsidy must not be recipient of other subsidies out of the regional budget; (d) availability of processing facilities; and (e) consent of the producer for non-increase in the price of the flour produced by the applicant during the month in which the subsidies were granted.
