Regional Decree No. 35-pp validating the Regulation on the procedure for the provision of subsidies from the regional budget on the basis of co-financing of expenditure obligations of the region at the expense of other inter-budgetary transfers from the federal budget to compensate flour producers part of the cost of purchasing milling wheat.

This Regulation establishes the procedure for the provision of subsidies from the regional budget on the basis of co-financing of expenditure obligations of the region at the expense of other inter-budgetary transfers from the federal budget to compensate flour producers’ part of the cost of purchasing milling wheat. In particular, it establishes the procedure for granting of subsidies for reimbursement of part of the cost (excluded VAT) related to purchase of food wheat for the current year. Flour producers eligible for subsidies shall be considered legal persons and individual entrepreneurs registered and operating on the regional territory. Subsidies shall be granted to selected enterprises and individual entrepreneurs complying with the following requirements at the date of application for subsidies: (a) availability of processing facilities; (b) performance of processing of cereals, transforming them in flour; (c) non-increase in the price of the flour produced by the applicant during the month in which the subsidies were granted, as well as during the three months following the month in which the subsidies were granted; (d) availability of consent of the applicant for the implementation by the regional control authorities of control over compliance with terms, conditions and targets of allocation of subsidies; and (e) report of the flour producer on flour production to the Federal State Statistics Service.
