Regional Decree No. 39 validating the Regulation on granting subsidies to the bakery industry to reimburse part of the costs of selling produced and sold bread and bakery products for the period of 2021.

This Regional Decree validates the form of the agreement on granting subsidies to enterprises of the bakery industry to reimburse part of the costs of selling produced and sold bread and bakery products from interbudgetary transfers, with a target purpose, from the federal budget. Subsidies shall be granted to selected enterprises of the bakery industry, complying with the following requirements at the date of application for subsidies: (a) registration with the regional tax authority; (b) production of bread and bakery products on the regional territory; (c) availability of production facilities; (d) during the subsidized period the recipients - legal entities must not be in the process of reorganization, liquidation or bankruptcy proceedings, the activities of the recipient have not been suspended in accordance with the procedure stipulated by the legislation of the Russian Federation, and the recipients who are individual entrepreneurs have not ceased their activities as an individual entrepreneur; (e) bakery enterprise must not be foreign legal persons; and (f) the recipient is not a foreign legal entity, as well as a Russian legal entity, in the authorized (share) capital of which the share of participation of foreign legal entities, the place of registration of which is a state or territory included in the list of states or territories approved by the Ministry of Finance of the Russian Federation, providing preferential tax treatment and (or) which do not stipulate the disclosure or presentation of information related to financial transactions (offshore zones) with regard to such legal entities exceeds 50 percent in the aggregate.
