Abstract
Regional Program for the reduction of the share of the population with incomes below the regional subsistence minimum is a multi-sectoral regional policy document aimed at achievement of the target indicator halving the poverty rate compared to indicator of the year 2017 of the national development goal of the subject of the Russian Federation for the period up to 2030 and the target indicator ensuring the rate of sustainable increase of the population's income and the level of pension provision not lower than inflation .
The main tasks for bringing a part of the regional population out of poverty shall be defined as follows: (a) creation of new high-paying jobs and support of small business; (b) indexation of social payments and benefits; (c) development and improvement of efficiency of the social contract system; and (d) state support of living standards of families with children.
Low-income families with many children are additionally provided with the following social support measures: (a) free supply of pharmaceuticals for children under 6 years and 6 months of age; (b) compensation of the cost of travel for children on urban and suburban buses; (c) free meals for pupils of educational organizations - from 1 March 2020 this measure of social support is available for all families with many children can benefit from this measure of social support, regardless of their income; (d) provision of non-repayable housing subsidies to multi-children families, and families with five or more dependent children have a priority right to receive subsidies.
One of the key tasks within the framework of achieving the goal of poverty reduction of the population on the regional territory is the development of the social contract. The task has been set to increase the number of concluded social contracts and the gradual replacement of other types of social assistance with social contracts. The right to state social assistance on the basis of a social contract is granted to low-income able-bodied citizens living in the regional territory, for reasons beyond their control, with income below minimum subsistence level. The social contract is concluded between a low-income citizen, a social service establishment and an employment center with a view to helping a low-income household in order to a higher living standard due to permanent independent sources of income in cash and in kind. Recipients of state social assistance in the form of a social contract, undertake to carry out the activities, specified in it. The bodies of social protection for their part undertake to provide support in the form of cash payments, lump sum or monthly payments, the provision of social services, vital essential goods, promotion of professional retraining and employment and so on.
