Regional Decree No. 581 validating Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum.”

Regional Program “Reduction of the proportion of the population with incomes below the subsistence minimum” is a multi-sectoral regional policy document aimed at reduction of the share of the population below minimum subsistence level the year 2017 and ensuring the rate of sustainable increase of the population's real income and the level of pension provision not lower than inflation. The period of implementation of the Regional Program shall be 2020-2030.
Regional Program shall solve the following tasks: (a) increasing the level and exceeding the growth rate of income of citizens, including average wages, over the rate of inflation; (b) development of social assistance to those in need; (c) development of the social contract system; and (d) organization of social adaptation of poor citizens.
Expected results: reducing the share of the regional population with incomes below the subsistence level to 8.8% by 2030. One of the main directions in ensuring sustainable growth of real incomes of citizens is to increase employment rate.
