Abstract
The objectives of the Regional state program Development of agriculture and regulation of markets for agricultural products, raw materials and food shall be as follows: (a) providing the regional population with environmentally friendly agricultural commodities and food; (b) increasing the competitiveness of local agricultural commodities in the domestic market; (c) ensuring sustainable development of rural areas, employment of the rural population, improving their standard of living and qualifications; (d) stabilization of the epizootic situation and ensuring the veterinary and sanitary well-being of the region, timely implementation of a set of anti-epizootic measures on the regional territory; (e) organization of rational use and reproduction of fish resources, expansion of geography and increasing the efficiency of fishing, increasing the volume of fish processing, meeting the population's needs for commercial fish products; (f) development of digital transformation of the agro-industrial complex; (g) development of exports of the agro-industrial complex; (h) ensuring food security of the Republic of Tuva; (i) development of export of agricultural products; (j) development of selection and genetics; (k) digitalization of the industry and sub-sectors of the agro-industrial complex, including the introduction of artificial intelligence technologies in the agro-industrial complex; (l) introduction of new types of services and solutions that allow optimizing production and logistics processes; and (m) ensuring the epizootic and veterinary welfare of the regional territory.
Achieving the goals of state policy in the field of agriculture and food is ensured by solving problems of: (a) stimulating an increase in production volumes of the main types of agricultural commodities, foodstuffs and products of processing industry; (b) ensuring the financial stability of agricultural producers and organizations of the agro-industrial complex; (c) the formation of a competitive livestock breeding base by conducting selection and breeding work with farm animals aimed at improving their breeding and productive qualities; (d) preventing the disposal of agricultural land, preserving and involving them in agricultural production, developing programs for the conservation and restoration of soil fertility, developing the reclamation of agricultural land; (e) increasing the efficiency of the functioning of the domestic market for agricultural commodities, raw materials and food, developing its infrastructure; (f) stimulating the modernization and renewal of the material, technical and technological base for the functioning of agricultural production; (g) creating favorable conditions for increasing the volume of investments in the agro-industrial complex; (h) stimulating the development of personal subsidiary plots and peasant farms, the formation of service and support infrastructure of their activities, promoting the development of cooperation in rural areas; (i) preserving the traditional way of life and maintaining employment of the rural population, as well as maintaining the profitability of agricultural organizations, peasant (farm) households and individual entrepreneurs specializing in types of agricultural production traditional for the area of residence; (j) increasing the efficiency of the activities of regional government bodies in the field of agricultural development and regulation of markets for agricultural products, raw materials and food; (k) strengthening the material and technical base of the regional fisheries; (l) creation of enterprises for fishfarming, fish processing and lake (pond) farms; (m) creation of a sustainable mechanism for the development of the regional fisheries industry in market conditions; and (n) attracting rural youth to livestock farming, reducing the unemployment rate of the population.
