Regional Decree No. 90-pp validating the Regulation on some measures to support flour-milling and baking industry.

This Regional Decree establishes the procedure on granting subsidies for support of flour-milling and baking industry. In particular, it establishes the procedure for granting of subsidies for reimbursement of part of the cost (excluded VAT) related to purchase of food wheat and allocation of subsidies out of regional budget for reimbursement of part of cost (excluded VAT) for compensation of the baking industry enterprises for part of the cost of selling produced and sold bread and bakery products. Subsidies shall be granted to compensate flour producers for part of the cost of purchasing food wheat and to compensate the baking industry enterprises for part of the cost of selling produced and sold bread and bakery products. It shall be applicable to wheat flour and mixed wheat-rye flour, and to fresh bread and bakery products with shelf life not exceeding 5 days. Flour producers eligible for subsidies shall be considered legal persons (except for state municipal institutions), individual entrepreneurs registered and operating on the regional territory. Subsidies shall be granted to selected enterprises and individual entrepreneurs complying with the following requirements at the date of application for subsidies: (a) the participant of selection must not be foreign or the Russian legal entity specified in the item 15 of the Article 241 of the Budgetary Code of the Russian Federation; (b) the participant of the selection must not have overdue indebtedness on return to the regional budget and (unsettled) indebtedness to the regional authorities; (c) availability of a written consent of the applicant for the implementation by the ministry and state financial control authorities of control over compliance with terms, conditions and targets of allocation of subsidies; (d) availability of processing facilities; (e) report of the use of food wheat for manufacturing of flour, part of the cost of which is subject to subsidizing; and (f) non-increase in the price of the flour produced by the applicant during the month in which the subsidies were granted, as well as during the three months following the month in which the subsidies were granted.
