Abstract
Regional Program for the reduction of the share of the population with incomes below the regional subsistence minimum is a multi-sectoral regional policy document aimed at achievement of the target indicator halving the poverty rate compared to indicator of the year 2017 and ensuring the rate of sustainable increase of the population's real income not lower than inflation rate. The period of implementation of the Regional Program shall be 2020-2030.
The tasks of the Regional Program shall be as follows: (a) increase in the level of income of citizens and the growth rate of citizens' income, including average wages, exceeding the inflation rate; (b) development of a social assistance system for citizens in need; (c) development of social contract system; and (d) organization of social adaptation of low-income citizens. Targeted state social assistance is aimed at reducing the level of poverty, also on the basis of a social contract.
Regional social protection system is based entirely on the principles of targeting and need. Monitoring, evaluation, and optimization of existing measures based on the targeting criteria are constantly being monitored and evaluated. It fully complies with the principles of targeting and need.
The right to receive state social assistance on the basis of a social contract will be granted to low-income families, low-income single citizens who, for reasons beyond their control, have an average per capita income below the minimum subsistence level. Social contract shall be accompanied by a social adaptation program which provides for mandatory implementation of the program by a citizen, which includes measures that a citizen receiving state social assistance must undertake (to find a job, undergo professional vocational training and obtaining additional vocational education, individual entrepreneurial activity, other activities, aimed at overcoming a citizen's difficult life situation). Depending on the measures chosen, the social protection agencies shall pay to a citizen monthly social allowance or a lump sum payment, payment of the cost of a vocational training course, reimbursement of the cost of the vocational training or internship to the employer.
