Regional Law No. 10-oz “On regulation of some issues in the field of management of domestic and non-domestic waste.”

This Regional Law, with a view of preventing negative impact of domestic and non-domestic waste on environment and human health, saving natural resources, regulates some issues of domestic and non-domestic waste management on the regional territory. Transportation of waste shall be performed with the consideration of the requirements set forth by the federal legislation and in accordance with the regional waste management scheme. Authorization for transportation of waste shall be issued to legal or natural persons performing transportation (movement) of waste, including construction and solid waste. Waste accumulation on the regional territory, including through separate storage by type of waste, groups of wastes, groups of homogeneous wastes (separate accumulation) with due consideration of the requirements established by the federal and regional legislation. Organization of unauthorized waste disposal sites, as well as accumulation, storage, dumping of waste outside the places (sites) of waste accumulation sites that meet the requirements of the sanitary, epidemiological and hygienic well-being of the population and other legislation of the Russian Federation, including forest fund land, agricultural land, lands of protected areas shall be prohibited.
