Abstract
This Regional Law regulates some issues related to treatment and handling of ownerless animals, including general organizational issues for treatment of ownerless animals and sheltering activities for animals, in order to provide sanitary-epidemiological public welfare, protection of the population against diseases common to humans and animals, ensuring safety and other rights and legal interests of citizens when treating animals, and the formation of a humane and responsible attitude towards animals. Local self-government bodies are vested with state powers, which include: (a) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (b) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; (c) establishment and implementation of state supervision in the field of handling and treatment of animals; (d) organization of registration of ownerless animals; and (e) implementation of other powers in accordance with federal and regional legislation.
