Regional Law No. 11-4916 “On the development of responsible business conduct”.

This Regional Law establishes the legal framework for promoting responsible business practices. It regulates relations between regional executive authorities, local governments, and business entities, aiming to align business activities with national interests and sustainable regional development. The Regional Law defines “responsible business conduct” broadly, including environmental protection, adoption of best technologies, provision of social guarantees for employees, and implementation of social, educational, and charitable initiatives that improve living standards.
The Regional Law introduces a formal status of “responsible business entity,” granted by authorized regional bodies to companies that meet criteria of reliability, social responsibility, and environmental performance. These criteria are set by the regional government in alignment with federal standards, including business reputation indices and national policy frameworks. Recognized entities are entered into an official public registry. It also establishes key principles guiding responsible business development, such as legality, voluntariness, transparency, balance between public and private interests, and the creation of enabling conditions for such practices.
To support responsible businesses, the Regional Law envisages various measures, including advisory and informational assistance, participation in events, faster administrative procedures, and priority access to state support programs within budget limits. Authorities are required to promote responsible practices, improve regulations, and inform businesses about available support. Annual monitoring of responsible business development is mandated to evaluate effectiveness and guide policy adjustments, with results published online.
