Regional Law No. 1112-Z No. 1145-IV “On state support for small indigenous peoples of the North of the Republic of Sakha (Yakutia) leading a nomadic lifestyle.”

This Regional Law establishes the legal, economic and social basis for state support for small indigenous peoples of the North of the Republic of Sakha (Yakutia) leading a nomadic lifestyle. Small indigenous peoples leading a nomadic lifestyle shall be intended representatives of ethnic groups leading a nomadic lifestyle along with housing and property throughout the calendar year. Nomadic way of life is a lifestyle based on historically established traditions and customs, associated with the conduct of traditional economic activities and involving constant movement within the nomadic route without strict attachment to a specific point and place of residence, which determines the minimum conditions for human life. This Regional Law applies to relations regarding state support of small indigenous peoples leading a nomadic lifestyle. State support for small indigenous peoples leading a nomadic lifestyle is based on the following principles: (a) ensuring the constitutional rights of representatives of small indigenous peoples leading a nomadic lifestyle in the field of health, education, culture, spiritual development, social protection and welfare; (b) preservation of extensive traditional environmental management; (c) preservation and development of an original way of life; and (d) a systematic approach to creating conditions for the reproduction of ethnocultural education and economic way of life. Support for small indigenous peoples is carried out in the form of providing subsidies from the regional budget and ensuring priority access to biological resources in places of traditional economic activity of small peoples leading a nomadic lifestyle.
