Abstract
This Regional Law regulates some issues related to state support of horticulture and vegetable gardening as a form of subsidiary smallholding. It shall be applicable to natural persons, who are owners or tenants of agricultural land plots allotted for horticulture and vegetable gardening, non-commercial horticultural and gardening associations registered on the regional territory and individuals performing horticulture and vegetable gardening without constitution of associations. The objectives of state support of horticulture and vegetable gardening shall be as follows: (a) creation of favorable conditions for horticulture and vegetable gardening; (b) promotion of horticulture and vegetable gardening as a form of subsidiary smallholding; and (c) raising efficiency of horticulture and vegetable gardening. State support for horticulture and vegetable gardening shall be based on the following principles: (a) targeting of state support and targeted use of state support funds; (b) equal availability of state support measures for all persons engaged in horticulture and vegetable gardening; and 2) equality of rights to public support for horticulture and vegetable gardening; and (c) combination of financial and other measures of state support for horticulture and vegetable gardening.
