Abstract
This Regional Law defines the legal status, main tasks and competence of the Ombudsman for the Rights of Small Indigenous Peoples of the North in the Republic of Sakha (Yakutia), the procedure for appointing and dismissing the Ombudsman, organizational forms, conditions and guarantees of his activities. The position of the Ombudsman is a government position of the Republic of Sakha (Yakutia). The Ombudsman protects the rights of small indigenous peoples in accordance with the legislation of the Russian Federation and the legislation of the Republic of Sakha (Yakutia) in the field of protecting the rights of small indigenous peoples, promotes the restoration of violated rights, improvement of legislation on the rights of small indigenous peoples and bringing it into line with generally accepted principles and norms of international law, development of international cooperation in the field of the rights of small indigenous peoples, forms and methods of their protection. The Ombudsman, when exercising his powers, is independent and not accountable to any government bodies of the Republic of Sakha (Yakutia), local government bodies and their officials. The main tasks of the Ombudsman are: (a) ensuring guarantees of state protection of the rights of small indigenous peoples; (b) promoting the unhindered implementation of the rights of small indigenous peoples and the restoration of their violated rights; (c) improving the mechanism for ensuring and protecting the rights of small indigenous peoples; (d) assistance in improving the regional legislation on the rights of small indigenous peoples; (e) assistance in the activities of regional government bodies, local government bodies, public associations and non-profit organizations in the field of ensuring and protecting the rights of small indigenous peoples; (f) informing the public about the state of observance and protection of the rights of small indigenous peoples; and (g) participation in the implementation by regional public authorities of international cooperation in the field of ensuring the rights of small indigenous peoples in accordance with the legislation of the Russian Federation.
