Abstract
This Regional Law regulates some issues related to subsidiary gardening and horticulture by natural persons. The main objectives of state policy in the field of support of horticulture and gardening shall be as follows: (a) ensuring implementation of citizens’ rights in the field of horticulture and gardening; and (b) ensuring favorable conditions for the development of horticulture and gardening. Basic principles of state support of horticulture and gardening shall be as follows: (a) responsibility of regional public authorities for providing favorable conditions for the development of horticulture and gardening; (b) ensuring equal access to receiving state support in compliance with the terms of its provision; and (c) targeting and targeted use of state support funds. Forms of state support of horticulture and gardening shall be as follows: (a) constitution of subdivisions in the structure of regional state bodies that provide implementation of regional policy to support horticulture and gardening; (b) adoption of government programs to support horticulture and gardening, including investment programs; (c) performance of educational work in order to popularize gardening and horticulture; (d) organization within the boundaries of the territory of gardening and horticulture supply of heat and electric energy, water, sewerage, gas and fuel; (e) financing the performance of complex cadastral works in relation to cadastral quarters, within the boundaries of which horticulture and horticulture territories are located; (f) at the request of non-profit partnerships or participants in a general shared ownership of common property located within the boundaries of the territory of horticulture and gardening, to acquire free of charge into the regional state ownership property of common use (highways, power grid facilities, water supply, communications and other facilities) on condition that such property in accordance with federal law may pertain to state ownership; and (g) supporting the development of horticulture or gardening in other forms established by the legislation of the Russian Federation.
