Regional Law No. 140-VI-Z amending Regional Law No. 177-IV-Z “On regulation of land relations”.

Article 8.1 shall be amended to add the following wording: “Particularly valuable productive agricultural land. 1. Particularly valuable productive agricultural land, subject to inclusion to the List of particularly valuable productive agricultural land, located on the regional territory, which use for the purposes not connected with farming is not authorized shall be considered agricultural land of the following categories: (a) agricultural land of experimental and production divisions of scientific research institutions; (b) agricultural land of experimental and production divisions of educational institutions of higher and secondary education; (c) agricultural lands of pedigree organizations included in the State pedigree register; (d) regularly irrigated agricultural land; (e) agricultural land used for variety testing of seeds, planting materials and horticultural purposes; (f) agricultural land of orphanages and hospices; (g) land under ameliorative system; and (h) cadastral value of which exceeds by 50 or more percent the average cadastral value in a municipal district (city district).” Article 8.2 shall be amended to add the following wording: “Changing the type of agricultural land, except for land in federal ownership. A change in the type of agricultural land, with the exception of land in federal ownership, shall be performed in exceptional cases related to the manifestation of negative natural phenomena, and also to improvement of soil for further involvement of agricultural land into agricultural and economic turnover, according to the procedure established by the Government of the Republic of Kalmykia".
