Regional Law No. 146-OZ “On some issues for conducting an experiment on quotas of emissions of pollutants into the atmospheric air.”

This Regional Law, in order to ensure a reduction in pollution levels of the atmospheric air, regulates individual relationships in conducting experiment (from 1 January 2020 to 31 December 2030) on quotas for emissions of pollutants (with the exception of radioactive substances) into the atmospheric air based on summary calculations of air pollution. Regional Government shall perform the following functions: (a) ensuring participation in determining acceptable contributions to the concentration of a priority pollutant in the atmospheric air for quota-bound facilities and emission quotas of the regional executive authority responsible for conducting the experiment; (b) ensuring the development, based on consolidated calculations and established emission quotas, of measures aimed at reducing emissions from transport means and other mobile vehicles, emissions at transport, utility, and social infrastructure facilities, as well as ensuring the implementation of these measures; and (c) ensuring the annual submission, no later than May 1 of the year following the reporting period, to the federal executive body exercising federal state environmental control (supervision) of a report on the implementation of comprehensive plan measures aimed at reducing emissions at quota-bound facilities related to transport, utility facilities, social infrastructure, as well as information on the implementation of action plans to achieve emission quotas by legal entities or individual entrepreneurs carrying out economic and (or) other activities at quota-bound facilities subject to regional state environmental control (supervision).
