Abstract
This Regional Law regulates the relations concerning the assignment to local self-government bodies of municipal entities of certain regional state powers to provide free meals to certain categories of students in municipal general educational organizations at the expense of the regional budget. The following categories students shall be granted access to free meals: (a) students with disabilities; (b) orphans and children remained without parental care; and (c) students in a difficult life situation - on the basis of their application, parents (legal representatives) of minors or at the request of the administration of an educational organization or commission for minors' affairs and protection of their rights. Implementation of the aforesaid certain regional state powers shall be implemented by means of subventions allocated to local budget from the regional budget. Annex 1 contains the Methodology for determining the total amount of subventions to be provided to local budgets from the regional budget for exercising certain regional state powers to provide free meals to certain categories of students in municipal general education organizations at the expense of the regional budget funds.
