Regional Law No. 2359-OZ “On some legal relations in the field of veterinary and handling of animals”.

This Regional Law regulates some relations in the field of veterinary and handling of animals, and establishes powers of the regional state bodies in the aforesaid field. Regional Government shall have the following powers: (a) decision-making related to expropriation of animals and/or products of animal origin in the process of liquidation of foci of particularly dangerous animal diseases with compensation of value of expropriated animals and/or products of animal origin; (b) appointment of the authorized state regional veterinary institution in the field of veterinary; (c) validation of regional state programs in the field of veterinary; (d) validation of the procedure for organization of animals shelters; (e) validation of the procedure for implementation of regional state veterinary supervision; (f) establishment of the procedure for expropriation of animals and products of animal origin for the purpose of prevention of the outbreak and liquidation of foci of particularly dangerous animal diseases. Authorized regional state institution in the field of handling and treatment of animals shall perform the following powers: (a) organization of arrangements for handling and treatment of ownerless animals; (b) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; and (c) implementation of other powers in accordance with federal and regional legislation.
