Regional Law No. 2424-ZRK On granting local self-government bodies of municipal areas and urban districts some state powers in the field of animal handling”.

The scope of this Regional Law shall be to vest local government with state powers for organization of the arrangements for treatment and handling of ownerless animals with a view of prevention of the emergence of epidemics, epizootics and/or other emergencies, associated with the spread of communicable diseases common to humans and animals whose pathogens may be carried by ownerless animals, preventing harm to health and/or property of citizens, property of legal entities, manifestation of humane attitude towards ownerless animals, helping animals that are in danger for their living condition and return of lost animals to their owners. Arrangements for treatment and handling of ownerless animals shall include: (a) capture of ownerless animals, including their transport and immediate transfer to animal shelters; (b) keeping of ownerless animals in animal shelters; (c) return of lost animals to their owners, as well as search of new owners for ownerless animals admitted to animal shelters; (d) return of ownerless animals that do not manifest unmotivated aggression, to their previous habitats; and (e) accommodation and keeping of animals in shelters for ownerless animals who can't be returned to their former habitats, until such animals are handed over to their new owners. Local government shall be vested with the aforesaid state powers for unlimited period of time.
