Regional Law No. 2818-ZRK “On the delimitation of powers of state authorities in the field of ensuring the fertility of agricultural land.”

This Regional Law regulates the delimitation of powers in the field of ensuring the fertility of agricultural lands, which are attributed to the powers of state authorities of the constituent entities of the Russian Federation, between state authorities of the Republic of Karelia. The powers of the Regional Government include: (a) determination of the regional executive body authorized in the field of ensuring the fertility of agricultural land; (b) approval of the regional state program, containing measures in the field of ensuring the fertility of agricultural land; (c) promoting the development of agrochemical services through approval, in the manner established by the national legislation, of government customers purchasing the following goods, works, services: (1) production and supply of agrochemicals to owners of land plots, land users, landowners and tenants of land plots of agricultural land; (2) manufacturing of equipment and machinery for carrying out measures to restore the fertility of agricultural lands. The powers of the authorized body include: (a) participation in the implementation of state monitoring of agricultural land in the manner established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of the agro-industrial complex; (b) development and implementation of the regional state program, containing measures in the field of ensuring the fertility of agricultural land; and (c) collection, synthesis and provision of information to the state register of agricultural land.
