Regional Law No. 305-Z N 617-III “On Suktul (municipal entity in the form of a rural settlement) of Yukagir people.”

Suktul is a municipal entity in the form of a rural settlement, within which local self-government is exercised, in the places of traditional residence and traditional economic activity of the Yukagir people. This Regional Law, for the purpose of state support for an endangered ethnic group, determines the legal, economic and financial grounds of local self-government of rural settlements in the places of traditional residence and traditional economic activity of the Yukagir people, and state guarantees for its implementation. Suktul has a charter, which is adopted by the representative body of local government. Suktul is in charge of issues of local importance, as well as certain state powers that may be vested in local governments in accordance with federal legislation and the legislation of the Republic of Sakha (Yakutia). Issues of local importance include: (a) organization within the boundaries of Suktul of electricity, heat, gas and water supply to the population, sewerage, fuel supply to the population within the powers established by federal legislation; (b) participation in the prevention and liquidation of consequences of emergency situations within the boundaries of Suktul; (c) creating conditions for providing the population with communication services, public catering, trade and consumer services; (d) creating conditions for the development of local traditional folk art, participation in the preservation, revival and development of folk art in Suktul; and (e) assistance in the development of agricultural production, creating conditions for the development of small and medium-sized businesses.
