Abstract
This Regional Law establishes the procedure and terms for delegation to the local government bodies and municipal state bodies in the field of organization of arrangements for handling of ownerless animals. The arrangements for handling and treatment of animals shall include: (a) capture of ownerless animals, including their transport and immediate transfer to animal shelters; (b) keeping of ownerless animals in animal shelters; (c) return of lost animals to their owners, as well as search of new owners for ownerless animals admitted to animal shelters; (d) return of ownerless animals that do not manifest unmotivated aggression, to their previous habitats; and (e) accommodation and keeping of animals in shelters for ownerless animals who can't be returned to their former habitats, until such animals are handed over to their new owners or until natural death of such animals. State powers shall be transferred to local government for an unlimited period of time.
